- Training manual on gender analysis for monitoring and evaluation - The ‘Engendered Logframe’ app
"FAO and the International Service for National Agricultural Research (ISNAR) have developed a Training manual on gender monitoring and evaluation for programme management. The aim of this initiative was to strengthen the performance of FAO and its partner organizations by making programs more responsive to gender issues; within existing management procedures such as the logical framework. Gender evaluation is increasingly important as international organizations critically assess their compliance with gender policy and develop responsive structures to support gender programs. The manual provides trainers with the information, specific activities and materials they need to effectively plan and deliver a training program. The training approach is based on the experiential learning theory and is participatory in design."

- Training Manual on Human Rights Monitoring
"This manual is one component of a two-part package of materials for training on human rights monitoring for UN human rights officers and other human rights monitors. The human rights monitoring package also includes a loose-leaf trainer's guide. The two components of the package are designed to complement each other and, taken together, provide the basis for the conduct of programmes for human rights officers in field operations and for other human rights monitors, under the approach developed by the United Nations Office of the High Commissioner for Human Rights. This Training Manual (Component One of the package) provides practical guidance principally for the conduct of human rights monitoring in United Nations field operations, but it may also be useful to other human rights monitors. The Trainer's Guide (Component Two of the package) provides elements of training methodology, instructions and tips for trainers, additional exercises, and sample training tools, such as overhead transparencies, to be used in combination with the Manual in conducting training courses for human rights monitors. Manual users interested in obtaining copies of the Trainer's Guide should contact the Office of the High Commissioner for Human Rights."

- UNDP Assessment of Development Results (ADR)
"This paper spells out detailed elements of methodology for the Assessment of Development Results (ADR), based on the Executive Team approval of ADRs in November 2001, for use by evaluators, as well as country offices, regional bureaux and other UNDP units. This note sets out the framework and methodology for UNDP’s approach to country evaluations, called Assessment of Development Results (ADRs). The methodology draws upon the experience from a number of evaluative exercises within UNDP and in the donor community."

- UNDP Guidelines for Outcome Evaluators
"This publication, Guidelines for Evaluators, is the first in the companion series to the Handbook on Monitoring and Evaluating for Results. The Handbook provides an overall context for results-based monitoring and evaluation and reviews tools and techniques for planning and managing monitoring and evaluation activities. The Handbook, however, is primarily directed to programme managers. This publication is specifically for those who actually conduct evaluations. It complements the Handbook by providing guidance on outcome evaluations as they relate to the evaluators. Guidelines for Evaluators presents a conceptual review of outcome evaluation, identifies key differences between outcome and project evaluations, and provides a framework methodology for conducting outcome evaluations. It also includes a sample outline for an outcome evaluation report. As a useful and concise resource for outcome evaluators, this publication should be consulted as early as possible in the evaluation process. It is recommended that UNDP country offices provide a copy of Guidelines for Evaluators to their outcome evaluators. The publication may be included, for example, as an annex to the evaluation terms of reference."

- UNDP Handbook on Monitoring and Evaluating for Results
"This publication, The Handbook on Monitoring and Evaluating for Results, addresses the monitoring and evaluation of development results. It is intended to support country offices in aligning their monitoring and evaluation systems with RBM methodology—specifically in tracking and measuring the performance of UNDP interventions and strategies and their contributions to outcomes.2 It aims to provide simple, flexible and forward-looking tools. While its primary audience is country office staff, the Handbook also will be of interest to others within UNDP who use information gained through monitoring and evaluation to report on results, improve interventions and make programme and policy decisions. It also will be of use to staff concerned with policy change and reform. Outside of UNDP, it may be relevant to other United Nations agencies, governmental and nongovernmental organizations (NGOs), members of the academic community and independent evaluators engaged by UNDP. The publication is expected to contribute to the capacity for results-oriented development within UNDP and its national partners."

- Voices of Change: Participatory Monitoring and Evaluation in China
"The new and powerful methodology of participatory monitoring and evaluation (PM&E) is gaining wide use amongst international development agencies and research institutions around the world. PM&E brings together both researchers and stakeholders, such as farmers, government officials, and extension workers, to monitor and assess development activities. This book is the first to reflect upon the introduction, implementation, and assessment of a PM&E training program. It documents a PM&E training process in Yunnan and Guizhou provinces, China, illustrating how PM&E can strengthen the learning and accountability of research teams and, consequently, the effectiveness of their research work. Using concrete examples, this book shows that it is not only what is being assessed that matters, but also who is doing the assessment and for whom the assessments are intended."

- W.K. Kellogg Foundation Evaluation Handbook
"This handbook is guided by the belief that evaluation should be supportive and responsive to projects, rather than become an end in itself. It provides a framework for thinking about evaluation as a relevant and useful program tool. It is written primarily for project directors who have direct responsibility for the ongoing evaluation of W.K. Kellogg Foundation-funded projects. However, our hope is that project directors will use this handbook as a resource for other project staff who have evaluation responsibilities, for external evaluators, and for board members. For project staff with evaluation experience, or for those inexperienced in evaluation but with the time and resources to learn more, this handbook provides enough basic information to allow project staff to conduct an evaluation without the assistance of an external evaluator. For those with little or no evaluation experience, and without the time or resources to learn more, this handbook can help project staff to plan and conduct an evaluation with the assistance of an external evaluator. This handbook is not intended to serve as an exhaustive instructional guide for conducting evaluation. It provides a framework for thinking about evaluation and outlines a blueprint for designing and conducting evaluations, either independently or with the support of an external evaluator/consultant. For more detailed guidance on the technical aspects of evaluation, you may wish to consult the sources recommended in the Bibliography section at the end of the handbook."

- WK Kellogg Foundation Evaluation Toolkit
“This toolkit is designed to provide our grantees with guidance as they undertake evaluating and learning from their work. It is targeted primarily at those grantees who will be working with an external evaluator or conducting their own rigorous internal evaluations, but we believe anyone who is seeking to design a useful evaluation can benefit from it. The tools and approaches in this toolkit are based on our mission and evaluation philosophy and built upon our Evaluation Handbook. The toolkit has seven sections (the links to these sections are located in the left hand column and are available on every page of the toolkit): 1. Where to start: Describes some of the first issues to address in beginning an evaluation. 2. Evaluation approaches: Gives some detail on different approaches to evaluation and how they are related to hiring an evaluator and designing the evaluation. 3. Evaluation questions: Gives suggestions on developing the questions that will guide the evaluation work. 4. Evaluation plan: Provides details on the major components of an evaluation plan, including data collection and analysis, reporting, and assuring use of findings. 5. Budgeting: Shows how to create an initial evaluation budget. 6. Hiring and managing evaluators: Suggests things to consider in selecting and managing the best evaluator for your project. 7. Additional resources: Links to useful on-line resources on evaluation.â€
